Ride-hailing drivers have to apply for PSV licence course starting April 1, enforcement begins July 12

The Road Transport Department (JPJ) has announced that current and future taxi and ride-hailing drivers (i.e. Grab) will be able to register for a public service vehicle (PSV) licence at authorised e-Hailing Operator (eHO) driving institutes and training centres, starting from April 1.

As outlined previously, these drivers are required to obtain the licence – which involves sitting for a six-hour training course at a cost of RM200 – before July 12, which is when JPJ will enforce its new rules meant to regulate the ride-hailing industry and level the playing field for taxi drivers. Under the regulations, all taxi and ride-hailing drivers will need to hold a PSV licence as listed under Section 56 of the Road Transport Act 1987.

The new physical vocational licence (PSV – Taxi/E-hailing) will be issued and printed to drivers who have been successfully licensed, while existing taxi drivers will have their current licence (PSV – Taxi) updated once they renew them.

Vehicles to be used for ride-hailing duty that are less than three years old will also need to be converted from an Individual Private Vehicle to an e-hailing Private Vehicle. For now, the road tax structure remains the same as for cars with Individual Private registration, although JPJ said that any change will be communicated by the government from time to time.

Meanwhile, vehicles that are more than three years old (Grab, for its part, allows cars up to 10 years old) are required to undergo a Puspakom initial inspection before the conversion, plus a yearly periodic inspection after that. All ride-hailing vehicles must feature a special sticker issued by eHO centres as outlined by JPJ, as well as a fire extinguisher and a first-aid kit for vehicles with nine seats or more.
